OIL. I have it on source that the boats in the Gulf of Mexico are loaded with oil.?

Q.I would like to know why we are not pulling these boats, loaded with oil in for that oil to be refined? They are laying off the workers on the rigs to prevent more oil from being pumped and there are many boats loaded just sitting there in the gulf. Q. Is it for the rich to make more money?
